If it sounds like you are running over, and dragging a plastic bucket down the road, it's the ABS pump ... It should run for a short time, then stop until you have used the ABS, or it's been long enough for the pressure in the accumulator to fall below the re-pressurise threshold...
It usually does it when there is an audience, it should be coming from beneath the brake reservoirs... (One is the brake system, the other is the ABS circuit, they are completely separate, unless something has gone very wrong)
The pump is literally a bearing that gets hammered against a metal pin

From his description it sounds like he hasn't even started the car, let alone driven it when he hears the knocking.

yes the noise is even before I started the car and carries on once started for a few minutes driving and the handbrake light is also on but bulbs are fine.
The noise goes away after a few minutes driving but not the hand brake light

Hand brake light may be low fluid in the brake master reservoir (not to be confused with the ABS reservoir).

Basic info would help. Year model, country spec, Coupe/-T, MT/AT, modifications, etc.
Video/Sound clip would be best.
Handbrake light or 'BRAKE LAMP' warning - extra clarification required.
Parking brake indicator (big Red dot at the centre of the gauge - 3rd row, handbrake light) has nothing to do with the brake light bulb (well, not entirely true with European spec).
Which one are you referring to?
If parking brake indicator is On (even if you have fully released the parking brake mechanically) and if you move the car, you will trigger ABS and TCS warning lights.
Any warning lights?
If so, please read the error code for each lights.

Re-reading your original post, behind the spare tyre is the blower fan for the heater/AC..... Is your climate control on? Maybe it's the blower motor making the noise, or the climate control unit having a bit of a freak out if the unit has been affected by leaking capacitors internally.....
Reading your reply, we're back at the ALB pump..... :)
