Does anyone have any clues as to why terminal C912 (BATT) might be as dead as a ****?

I thought it was suppposed to be live at all times and I think I must be missing something obvious.

I've found another permanent +12v on a multi-connector in the footwell, but I'm mystified as to why the correct accessory connector is on strike.

I believe C912 is an optional connector, which is powered by another fuse which is fed from the battery through a 150A fuse.

May be difference in UK/JDM/US but hopefully this gives an idea
